Management - D.C. United HoldingsLed by Victor MacFarlane and William H.C. ("Will") Chang, D.C. United Holdings is a venture that owns and controls the operating rights to D.C. United of Major League Soccer (MLS). MacFarlane is the founder and managing principal of MacFarlane Partners. Chang is the chairman of the global investment firm Westlake International Group and one of the owners of the Major League Baseball's San Francisco Giants.MacFarlane and Chang anticipate additional investors will join the holdings venture. More importantly, D.C. United Holdings is a "majority minority," in that a majority interest in the team's operating rights are held by individuals who are racial/ethnic minorities. As the ownership group in D.C. United Holdings expands, it may comprise the largest number of minority owners of any Washington, D.C. major league sports franchise in history. D.C. United Holdings will uphold the team's traditions of winning championships and serving the community, especially through the team's charitable arm United for D.C. MacFarlane and Chang hope to add additional minority mentoring projects for students, young athletes and future business men and women.

In 1994, Payne created the first ownership group for D.C. United and the team began Major League Soccer play in 1996. Since then, D.C. United has become the most successful team in American professional soccer history, boasting nine major domestic and international championships. Payne serves as a board member and Chairman of the Technical Committee for the U.S. Soccer Federation, is the Vice Chairman of the U. S. Soccer Foundation and is a founding board member of the Greater Washington Sports Alliance.
